(1)The Senior Superintendent of Police of a district or any police officer, authorized by him in this behalf, through a general or special order, may give reasonable directions to the public to keep order on public roads and streets; thoroughfares, or any public place, in order to prevent obstruction, injuries or annoyance to the passers-by.
