(1)Notwithstanding anything contained in this Act, or in any other law for the time being in force, in respect of Manachanallur Panchayat Union Council, which cannot be re-constituted in accordance with the provisions of this Act on or before the 11th day of June 2004, the Government may, by notification, appoint a Special Officer to exercise the powers and discharge the duties of the said Panchayat Union Council and of its Chairman until the day on which the first meeting of the re-constituted Panchayat Union Council is held after election to the said Panchayat Union Council.
