Section 38(i) in The Institutes of Technology Act, 1961
(i)if any difficulty arises in giving effect to the provisions of the Institutes of Technology (Amendment) Act, 2002, the Central Government may, by order published in the Official Gazette, make such provisions not inconsistent with the provisions of t is Act as may appear to be necessary for removing the difficulty:
