12. Admission and award of certificates in radio telephony (GMDSS).
- Notwithstanding anything contained in these rules the Central Government may, subject to such conditions as it may impose from time to time :(i)admit a person, who is not a citizen of India to examination held under these rules, and(ii)award him/her a certificate in Radio Telephony (GMDSS).
