Section 13(1) in The West Bengal Comprehensive Area Development Act, 1974

(1)The Corporation shall constitute for each district a District Comprehensive Area Development Council (hereinafter referred to as the Council) with a view to aiding and advising the Corporation with regard to the projects undertaken in the district.
