Section 14(b) in The U.P. Antarim Zila Parishad Act, 1958
(b)subject to any directions of the State Government to the contrary or about the manner in which any funds granted or loaned to the Antarim Zila Parishad shall be expanded, all funds and property received by the Antraim Zila Parishad in connection with planning and development work of the district shall form part of the fund of and property of the District Board:
