Section 2(a) in The Orissa Elephants' Preservation (Ex-Madras Areas) Rules, 1953
(a)"District Officer" means the Collector, Deputy Commissioner or Agent of the district comprising the area in respect of which a licence is applied for, granted or renewed under these rules;
