Section 10(3) in Tamil Nadu District Municipalities (Hill Stations) Building Rules, 1993
(3)Every person who constructs a building shall cause every pillar, pier framework, beam and other construction carrying load in the building to be so designed and constructed as to withstand the combined dead loads and the superimposed load.
