Upon hearing the learned counsel for the petitioner, the writ petition is disposed of finally with the direction that the security provided to the petitioner on 28.2.2008 and upgraded on 15.10.2009 shall not be withdrawn nor any change in the conditions shall be made until there is any order from the State Government and there is no threat to the petitioner. Accordingly the orders demanding 10 % charge are quashed.
