Facts:
1. The appellant, Shri Ganpatlal, has submitted RTI application dated 26 June 2012 before the Manager, TPA Alankit, Jaipur; seeking information relating to the total number of mediclaim policies settled in a year, total number of mediclaim policies which have not been settled in a year etc. (all policies issued by National Insurance Co. Ltd.) since 01 April 2007, through total of 03 points.
2. The appellant preferred appeal dated 15 November 2012to the First Appellate Authority (FAA), National Insurance Co. Ltd., Jaipur, , when he didn't receive any reply from the concerned CPIO. No FAA order has been passed in this case.
3. Being aggrieved and not satisfied by the above response of the public authority, the appellant preferred second appeal before the Commission.
4. The matter was heard today via videoconferencing. Shri Ganpatlal made submissions telephonically. Shri Suresh CPIO, Shri MK Roy, FAA/Jaipur, Shri Ashok Kumar and Shri S Raja, FAA/Jodhpur also made submissions from Jaipur.
5. The appellant had sought information regarding his policy no. 370505/48/11/85000000559.
6. The respondents from Jaipur submitted that the RTI Application has been addressed (along with the Postal Order) to the Third party administrator (TPA) which is a private entity in the present case. Hence, no order of the CPIO and FAA has been passed.

7. The Commission dismisses the present appeal as RTI application has not been filed as per the provisions of the RTI Act, 2005.
8. The appellant may file a fresh RTI Application to the CPIO, Shri Naresh Gagreja, 3rd and 4th floor, Sun Towers, Main Pal Road, Jodhpur, Pin 342005.
