Section 12(2) in The Inland Waterways Authority Of India Rules, 1986
(2)The Vice-Chairman shall(i)assist the Chairman in the discharge of his functions;(ii)attend every meeting of the Authority unless prevented by sickness or other reasonable cause;(iii)exercise the powers and perform the duties of the Chairman subject to any such conditions and restrictions as may be specified by the Central Government if the Chairman is, by infirmity, or otherwise, rendered incapable of carrying out his duties or is absent on leave or otherwise, in circumstances not involving the vacation of his office.
