Section 8(2) in The Orissa Veterinary Practitioners Rules, 1976
(2)When an equality of votes is found to exist between candidates and an addition of a vote will entitle one of them to be declared elected, the determination of person or persons to whom such additional votes shall be deemed to have been given, shall be made by lot to be drawn in the presence of the Returning Officer in such manner as he may determine.
