Section 4(1) in Swami Rama Himalayan University Act, 2012

(1)Whereas the State Government, after such inquiry as it may deem necessary, is satisfied that the Himalayan Institute Hospital Trust, Dehradun has fulfilled the norms, requirements and conditions for establishment of Swami Rama Himalayan University hence there shall be established a University to be known as 'Swami Rama Himalayan University .
