(1)"Cipher telegram" means a telegram the text of which is composed of-(a)International form of Indian numerals or groups or series of such numerals with a secret meaning or of letters (excluding the accented letters or groups of series of letters) with a secret meaning, or(b)words, names, expressions of combination of letters not fulfilling the conditions of plain language (rule 21) or code (rule 24).
