Section 18(1) in The Orissa Excise (Methyl Alcohol) Rules, 1976
(1)The Commissioner may appoint an Officer-in-charge not below the rank of an Inspector of Excise who shall be the Officer-in-charge of the plant to control and regulate manufacture, storage and issue of methyl alcohol from the plant :Provided that the Commissioner may appoint a Sub-Inspector of Excise to function as an Officer-in-charge of the plant in the exigencies of Government work for a period not exceeding six months at any one time.
