(2)On receipt of an application under Sub-rule (1), the Collector or authorised officer, as the case may be, shall make such inquiries as he deems necessary and if he is satisfied that there is no objection to grant the permit applied for, he may, subject to the order of the State Government and the Commissioner of Excise, if any, grant the applicant a permit in Form B-IV, on payment of a fee of rupees ten :Provided that no such permit shall be granted unless the administration of ganja has been recommended for the cattle or domestic animals by the Veterinary Surgeon or Assistant Veterinary Surgeon appointed by Government in that behalf.
