(1)The Superintendent shall visit the jail atleast once in the forenoon and once in the afternoon of every working day, and on Sundays and holidays also whenever special circumstances render it desirable that he should do so. If from any cause, the Superintendent is prevented from or is unable to visit the jail on any day on which he is by this rule, required so to do, he shall record the fact and cause of his absence in his journal.
