Section 24(1)(a) in The Orissa Medical Registration Act, 1961

(a)that any title granted or qualification certified by any University, Medical Corporation, examining body of other institution, is a sufficient guarantee that persons possessing such title or qualification possess the knowledge and skill requisite for the efficient practice of medicine, surgery and midwifery; or
