(2)In case where there is no thika tenant, a Bharatia shall be liable to deposit rent under sub-section (8) of section 8 at the rate as provided in rule 8 of these rules as if such Bharatia has obtained a licence under sub-section (5) of section 6 and he will be liable to pay rent as a licensee.
