Section 4(2) in Goa Computerised Network Lottery Rules, 2003
(2)In the absence of the Chairperson, a Member from the members as specified in Clause (c) above, shall act in his place and conduct the draw. The Chairperson and Member Secretary may nominate one or their Subordinate to represent them in their absence. In case both the Chairperson and the Member Secretary are not present, members present shall conduct the draw.
