If the distillery works on a Sunday, or a gazetted holiday, the Inspector shall remain present for duty within the distillery enclosure, but unless so authorised by the Collector, he shall not be required to take any action for the issue of spirit; and he shall lock the outer door for the distillery and shall not allow any person to enter or leave the distillery enclosure, except in accordance with the arrangements to be made with the sanction of the Collector for the convenience of person who may be permitted to enter or leave the distillery at fixed hours, in connection with the operations being carried on.
