Section 2(m) in The Rajasthan Sports (Registration, Recognition and Regulation of Associations) Ordinance, 2004
(m)"Observer" means a person appointed by the Registrar, the Rajasthan State Sports Council, a District Sports Council or a Sports Association for monitoring of Elections and any other proceedings of a Sports Association;
