Section 2(23) in Puducherry Town and Country Planning Act, 1969
(23)"occupier" includes -(a)a tenant;(b)an owner in occupation of, or otherwise using his land;(c)a rent free tenant of any land;(d)a licensee in occupation of any land; and(e)any person who is liable to pay to the owner damages for the use and occupation of any land;
