(1)Pay bills shall be prepared in Form FBA 23, will be supported by all or any of the following statements, as the case may be.(i)absentee statement in Form FBA-23 A or certificate to the effect that no leave has been granted to any member of the establishment.(ii)increment certificate in Form FBA-24 and;,(iii)last pay certificate in Form FBA -25
