Section 76(3) in The Bihar Primary and Middle Education Rules, 1961
(3)The President shall fix the date of each meeting of the Planning Committee and shall have power to cancel a meeting or postpone the consideration of any of the items on the agenda of a meeting for reasons to be-recorded in writing.
