Section 4(2) in The North Cachar Hills Autonomous Districts (Administration of Justice) Rules, 1955
(2)Each Village Council shall be composed of not less than seven and not more than nine members. Two-thirds of the members shall be elected by the adult members of the Village and one-third shall be nominated by the Executive Committee.
