(1)The District Superintendent of Police or an officer not below the rank of Assistant/Deputy Superintendent of Police may, where necessary, direct the conduct of all assemblies and processions on any public place, road, street or through fare, and prescribe the routes by which and the time at which such a procession may pass or the place at which and the time for which an assembly may be held.
