(2)The Port Administration may assume custody at shore and convey to transit space and sorts for delivery all import general cargo and other cargo for which over side delivery direct from ships or steamers is permitted in special cases by the Port Administration and the Customs Authorities, except the bulk cargo and the cargo relating to Item Nos. 5, 24, 26, 31, 43, 58, 66, 71 and 80 of the said Schedule, and for this service, in addition to wharfage dues, the following charges shall be levied, namely:
