Section 14(1) in Tamil Nadu Local Bodies (Election of Members to the District Planning Committee) Rules, 1999
(1)The Returning Officer shall, on receiving nomination paper, inform the person presenting the same, the date, time and place fixed for the scrutiny of nomination and shall enter on the nomination paper its serial number which shall be separate for candidate from each segment and shall sign thereon recording the date on which and the hour at which the nomination paper has been presented to him.
