Section 40(b) in The Merchant Shipping (Standards of Training, Certification and Watchkeeping for Seafarers) Rules, 1998
(b)require that watch systems are so arranged that the efficiency of all watch-keeping personnel is not impaired by fatigue and the duties are so organised that the first watch at the commencement of a voyage and subsequent relieving watches are sufficiently rested and otherwise fit for duty; and
