(2)The Municipality may, from time to time, exempt by order, any class of persons or things not specified in sub-section 91) from the payment of any toll and may, while granting a lease of any toll bar stipulate that any municipal employee or municipal property or any other person or thing as may be specified, shall be allowed to pass without payment of toll.
