If any still, vat, pipe or other part of the plant is at any time found to be defective or leaking, and the[Excise Commissioner] [Legislative Supplement Part III dated 28.1.69.] or Collector orders the discontinuance of its use, it shall not be used again till it has been repaired to the [Excise Commissioner's] or Collector's satisfaction.
