Section 59(j) in Rajasthan District Board Account Rules
(j)Recoveries on account of shortage in stores, loss of property or Boards money caused due to negligence of the servant of the Board and the charge has clearly been established against him. The recovery ordered to be effected may not ordinarily be made at a rate exceeding 1/3rd of pay.
