Section 3(a) in Licensing of Tenements and Sites and Services in Chandigarh Scheme, 1979
(a)"Allotment" means the licensing on behalf of President of India of a tenement or a site as the case may be, in favour of any person on the terms and conditions mentioned in these rules and such other terms and conditions as the competent authority may impose in this behalf from time to time with prior approval of the Government.
