Facts:
1. Appellant submitted his RTI application dated 26 May 2012 before the CPIO, New India Assurance Company Limited, Ludhiana seeking details in respect of Technical and Financial Bids received by the Public Authority in respect of the premises requirement for commercial space at Ludhiana dated 1/3/2012 and other related information.
2. Vide CPIO Order dated 6 June 2012, information was denied under section 8 (1) (d) and (j) of the RTI Act as the biding process was still pending.
3. The Appellant preferred first Appeal dated 29 June 2012 to the First Appellate Authority.
4. Vide FAA Order dated 9 July 2012, CPIO's Order was upheld.
5. Being aggrieved and not being satisfied by the above response of the public authority, the appellant preferred second appeal before the Commission.
6. Matter was heard today via videoconferencing. Appellant was not present at the hearing while Respondents were present at Ludhiana and in person.
7. Respondents submitted that the bidding process is over and the details may be provided to the Appellant. Further no Appeal: No. CIC/DS/A/2012/001801 RTI related training has been provided to Mr. Sanjeev Kalia as per point no. 5 of the RTI Application.

8. After hearing the submissions, Commission directs the CPIO Ludhiana to provide the details in point no. 3 of the RTI Application to the Appellant restricted to the party whose tender has been selected by the Public Authority.
9. Information as held is to be provided to the Appellant in point no. 5 of the RTI Application.
10. Information as above is to be provided within one week of the receipt of the Order of the Commission.
