Section 11(4) in The First Statutes of the Rajiv Gandhi National Institute of Youth Development, 2013
(4)Three members and the representative of the Central Government shall form a quorum for a meeting of the Building and Works Committee.The provisions in these Statutes regarding notice of meeting, inclusion of items in the agenda and confirmation of the minutes applicable to the meeting of the Executive Council shall be followed, as far as practicable may be in connection with meetings of the Building and Works Committee also.
