Section 100(1) in The Punjab State Election Commission Act, 1994
(1)Notwithstanding anything contained in any other law for the time being in force, an appeal shall lie to the High Court on any question whether it pertains to law or fact from every order made by an Election Tribunal under section 87 or section 88.
