(14)"Intra-State buyer" means a distribution licensee or electricity trader or bulk consumer or captive user power through open access by using intra-State transmission system and/or distribution system including such system when it is used in conjunction with inter-State transmission system and whose scheduling, metering and energy accounting is coordinated by the SLDC.
