Section 15(1)(h) in The M.P. Cattle Diseases Rules, 1961

(h)No person shall bring or attempt to bring into any market, fair, exhibition or other concentration of cattle, or sell or attempt to sell or transfer in any manner to another person any cattle which he knows or has reason to believe to be infective.
