Section 39 in The Calcutta Municipal Corporation Act, 1980
39. Power and functions of the Municipal Commissioner. -
(1)The Municipal Commissioner shall be the principal executive officer of the Corporation and shall, subject to the supervision and control of the Mayor,-(a)exercise the powers and perform the functions specifically conferred or imposed upon him by or under this Act or by any other law in force for the time being;(b)assign the duties, and supervise and control the acts and proceedings, of all officers and employees of the Corporation.(2)All officers and employees of the Corporation shall be subordinate to the Municipal Commissioner.
