Section 37(1) in The Bihar Juvenile Justice (Care and Protection of Children) Rules, 2003
(1)Any individual or a suitable place or institution, the occupier or manager of which is willing temporarily to receive a juvenile or child in need of care, protection of treatment for a period as may be necessary, may be recognized by the Competent Authority as a fit person or a fit institution.
