Section 154 in The New Delhi Municipal Council Act, 1994
154. Public gratuitous water supply.
(1)The Chairperson with the approval of the Council may provide gratuitous supply of wholesome water to the public within New Delhi and may, for that purpose, erect public hydrants or other conveniences.(2)The Chairperson may with like approval close a public hydrant or other convenience when it is no longer required for the supply of wholesome water to the public.
