Section 7(4)(b) in The Rajasthan Municipalities (Class IV Services) (New Pay Scales) Rules, 1973

(b)In cases where an efficiency bar has been enforced against a member drawing pay in the existing pay scale prior to 1-4-70 or the date from which the Board resolves to adopt these scales, such member after his initial pay has been fixed in the new pay scales shall not draw increment unless specifically permitted by the Board.
