2. It is the contention of the petitioner that despite applying for Unique Disability ID (UDID) card on 20.06.2025 through UDID Portal, the same has not been issued. It has prevented the petitioner from participating in the counselling process for availing the quota of persons with disabilities for the academic year 2025-26.

3. On 07.08.2025, the learned Standing Counsel for respondent Nos.3 and 4 was allowed time to seek instructions.

Learned Standing Counsel for respondent Nos.3 and 4 on the basis of written instructions contained in letter dated 11.08.2025 of the Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities, submitted that the application of the petitioner for issuance of UDID card is presently pending with the Government General Hospital, Ramagundam, Telangana, for disability assessment and issuance of UDID card. As such the Department of Empowerment has no role in the disability assessment process. The petitioner should approach the concerned hospital for completion of her assessment.
5. Learned Standing Counsel has also referred to the guidelines dated 12.03.2024 issued by the Department in consultation with the Director General of Health Services, Government of India, to be followed by the medical authorities notified by the State/UT Governments to assess ::3::
a person with disability who applies through UDID portal. Learned Standing Counsel submits that as per Rule 18(1) of the Rights of Persons with Disabilities (Amendment) Rules, 2024, when an application is received under Rule 17 of the said Rules for issuance of UDID card, the medical authority must verify the applicant's details, assess the disability as per Central Government guidelines and if satisfied that the applicant has a disability, issue a disability certificate (Form-V/VI) and the appropriate colour-coded UDID card (Form-VII).

In the light of the aforesaid instructions, learned counsel for the petitioner submits that the respondent State may be directed to undertake the disability assessment through the Government General Hospital, Ramagundam, Telangana, and issue UDID card in her favour, if the petitioner satisfies the bench mark disability or above under the Rights of Persons with Disabilities Act, 2016.
7. In that view of the matter, respondent Nos.1 and 2 are directed to issue appropriate instructions to the ::4::
Government General Hospital, Ramagundam, Telangana, for assessment of the disability of the petitioner and consequent issuance of UDID card, if she satisfies the criteria as per the guidelines framed by the Department of Empowerment of Persons with Disabilities. Let such assessment be made within a period of two weeks from the date of receipt of a copy of this order. It would be open for the petitioner to approach the University in question for participating in the counselling process upon issuance of UDID card.
8. The writ petition is accordingly disposed of. No order as to costs.
