(1)The Authority while framing a plan may declare that betterment fee shall be levied in relation to area of land held by landholders in its area of jurisdiction in lieu of the benefits that the landholders will reap, directly or indirectly, through the execution of the plan, either by way of improvement and stabilisation of the infra-structure of improvement in irrigation facilities or in communications and other services.
