Section 7(24) in The UTTAR PRADESH POLICE AND FORENSIC SCIENCE UNIVERSITY ACT, 2020
(24)to raise and borrow moneys on bonds, mortgages, promissory notes or other obligations or securities founded or based upon-all or any of the properties and assets of the University or without any securities and upon such terms and conditions as it may think fit and to pay out of the funds of the University, all expenses incidental to the raising of moneys, to repay and redeem any money borrowed after taking prior permission of the State Government;
