Section 137(a) in Police Regulations, Bengal , 1943
(a)Under section 30(1) of the Police Act, 1861, a Superintendent may issue directions regarding the conduct of an assembly or procession whether it is licensed or not and whether there has been a notice requiring, or an application requesting a license or not.
