Section 22 in Goa Lotteries (Regulation) Rules, 2003
22. Conduct of lottery within the State by other States and Union Territories.
(1)Any other State/Union Territory may sell in the State of Goa the tickets of the lottery organized, conducted or promoted by such State strictly in accordance with the provisions of the Act.
