(1)When the Collector attached any land under section 231, he shall issue a proclamation thereof.(2)No payment on account of rent or any other asset of the land, made after the date of such proclamation or in anticipation of due date, to any person other than the Collector shall relieve the person liable to pay from liability for payment to the Collector.
