Section 10(2) in The Bihar Kendu Leaves (Control of Trade) Act, 1973
(2)Notwithstanding anything contained in sub-section (1), the State Government may be Notification in the Official Gazette, exempt from registration such growers as are not likely to grow kendu leaves during the year exceeding such quantity as may be fixed by the State Government from time to time.
